Support the Tyler Clementi Higher Education Anti-Harassment Act and the Safe Schools Improvement Act

Dear [Decision Maker],

As Congress begins to rewrite and update the Elementary and Secondary Schools (ESEA), the Administration and Congress should promote the inclusion of comprehensive and inclusive anti-bullying and cyberbullying initiatives as an ESEA priority. I am writing to urge you to support two important bullying prevention initiatives now pending before Congress the Safe Schools Improvement Act (H.R. 1199) and the Tyler Clementi Higher Education Anti-Harassment Act (H.R. 482). These bills would expand federal bullying prevention initiatives and mandate important reporting and accountability measures for schools.

The Safe Schools Improvement Act (HR 1199) would help schools to develop and implement bullying prevention policies and programs. The measure would also require states to gather and report information on bullying and harassment. The Tyler Clementi Higher Education Anti-Harassment Act (HR 482) would require colleges and universities to create inclusive programs to address cyberbullying and fund anti-harassment programs.

Bullying is a devastating issue that affects communities, students, and parents across the nation. Online communication networks are rapidly growing and the abuse and misuse of the Internet, cell phones, and other technology to cause harm, harass, and intimidate others cyberbullying is on the rise. Bullying leads to a series of detrimental outcomes which can include poor academics, depression, and low self-esteem.

The Federal government, in partnership with state and local public agencies, non-profit, community organizations, and colleges and universities, can play a critical role in ensuring that our schools and communities are safe places for all students. Federal leadership helps nurture a climate and a culture in which the vast majority of members of the community are willing to condemn bigotry, bullying, cyberbullying and harassment.

I urge you to support the Tyler Clementi Higher Education Anti-Harassment Act (H.R. 482) and the Safe Schools Improvement Act (H.R. 1199).
