We need a complete budget! Tell your legislators to Pass a Positive Budget.

On Feb. 15, Gov. Bruce Rauner proposed a budget for the next fiscal year, FY 2018. The budget proposed by the governor contains a $15 million appropriation for the HIV Lump Sum that was $26 million in FY 15, $200,000 to the African American HIV/AIDS Response Act (AAARA), am over 80% cut since FY 15, and $4 million in Supportive Housing services. The governor and the legislature must come together to enact sufficient revenue and a full, responsible budget for FY 18.

Illinois continues on the path of uncertainty, with bills being paid six months late and an over $11 billion backlog of bills. This continued fiscal situation in untenable and we much push back. The governor and members of the General Assembly must work to pass a budget that resolves our state’s fiscal issues and pass a full and responsible budget for FY 18.

Our communities will not tolerate slashing essential programs and services. Instead, we will fight back, speak out and demand that Illinois pass a positive budget. We need a budget with adequate revenue, and we need it now!

Pass a Positive Budget

Dear [Decision Maker],

As an Illinois resident, I am writing to express my serious concern about the state of Illinois and its fiscal problems. The continued lack of a state budget as gone on for long enough. The governor's proposal for FY 18 contains yet another further cut to essential HIV preventative and treatment services, with a $11 million cut to the HIV Lump sum from FY 15 and a $1.3 million cut to the African American HIV/AIDS Response Act. These appropriations levels are not sufficient. Without a true state budget that incorporates new revenue, the state will not be able to afford the essential services that Illinoisans rely upon. Without a full state budget, many service providers are in constant jeopardy of closing their doors. I urge you to work with other members of the General Assembly to enact a revenue solution that resolves these fiscal issues and finally end this budget impasse that has gone on for far too long.

An estimated 43,500 Illinoisans are living with HIV, including individuals living in your district, and the proposed budget would severely limit the ability of these individuals to access vital medication and supportive services needed to keep their condition manageable. Without a sustainable revenue solution, these services are annually in danger of being cut.

I urge you and other members of the legislature to identify and enact a revenue solution and support a budget that improves the health and well-being of thousands of Illinoisans.
