behind closed doors, for partisan and political gain. And the result is clearly
visible - Maryland has some of the most tortured Congressional districts in the
Gerrymandered districts create a situation where all votes are not
equal, and they undermine confidence in the democratic process. Voters should choose their elected officials
– elected officials should not choose their voters.
