New York Residents: Crack Down on Cruel Puppy, Kitten, and Rabbit Mills


A set of twin bills to crack down on puppy, kitten, and rabbit mills was introduced in New York last year and is now proceeding toward a final vote. S.4234 and A.6298 would forbid the sale of dogs, cats and rabbits in pet stores. Please join us in urging the state legislature to pass this important legislation.

Pet stores annually import thousands of puppies, kittens, and rabbits into New York from out of state breeding facilities. They are born into a world of filth and cruelty. Cages are overcrowded and dirty which leads to gruesome fights and disease transmission. Many animal victims go insane and develop stereotypic behaviors such as pacing and spinning in circles. Mothers are treated like breeding machines and are forced to churn out litter after litter. When they wear out, they are often dumped at shelters. New York must end its participation in this horror.

Puppy, kitten, and rabbit mills also contribute to animal homelessness. New York's euthanasia rate for shelter animals has improved in recent years, but thousands are still killed. Intentionally breeding animals while there are so many in need of homes is morally abhorrent. S.4234 and A.6298 would encourage pet stores to help find forever homes for rescue animals through in-store adoption events.
