Support Maryland Anti-BDS Legislation HB949 and SB739

The Maryland General Assembly is considering legislation to oppose the Boycott, Divestment and Sanctions (BDS) movement.

The BDS movement is a global network of individuals and organizations whose objective is to isolate Israel politically, economically and culturally. Their overall goal is to challenge Israel’s right to exist as the sovereign homeland of the Jewish people by falsely labeling Israel as racist and genocidal.  BDS promotes a biased and divisive approach to the complex Israeli-Palestinian conflict by advocating for unconstructive and divisive actions aimed exclusively at blaming and pressuring Israel. They seek to punish only Israel, instead of positively encouraging political and economic cooperation to implement a two-state solution, which is a necessary foundation for lasting peace for both the Israeli and Palestinian people.

Legislation has been submitted, House Bill 949 and Senate Bill 739, that would prevent state retirement and pension investments in companies that are participating in a boycott of Israel and prohibit such companies from securing procurement contracts with the state. Maryland should join with sixteen other states that have passed similar laws.

Dear [Decision Maker],

I am writing to urge your support for House Bill 949 and Senate Bill 739, Procurement and Pensions - State Sanctions - Discriminatory Boycott of Israel.

The Boycott, Divest and Sanctions (BDS) movement seeks to undermine the State of Israel's right to exist and completely delegitimize Israel, our only democratic ally in the Middle East. By punishing Israel economically, the BDS movement undermines any economic cooperation and political reconciliation between Israelis and Palestinians, which is necessary for a two-state solution so that they can live side by side in peace and with security.

Now is a critical time for Maryland to join with at least 16 other states in rejecting BDS and show our state's support for this valuable ally and economic partner. Maryland is home to the U.S. headquarters or major operations of more than two dozen Israeli companies, and a number of Maryland companies have significant investments in Israel.

Maryland has previously passed legislation to use its economic power to deter companies from helping Iran acquire nuclear weapons and/or aiding in Sudanese government repression. The current bill would modify existing law to prevent companies that discriminate against our democratic ally Israel from benefiting from Maryland taxpayer dollars.

I urge you to support this bipartisan legislation to prohibit state retirement and pension investments in companies that are participating in the boycott of Israel, and to block procurement contracts with such companies. This legislation represents an opportunity for the General Assembly to demonstrate our commitment to the decade's long friendship between Israel and Maryland.
