Herb Sturz

Senior Advisor to the Open Society Foundations

Mr. Sturz has created a legacy of social and criminal justice reform, serving as co-founder of the Vera Institute of Justice and helping establish the Wildcat Service Corp., Bulldog Manpower Services, the New York City Criminal Justice Agency, Project Renewal, the Legal Action Center, the Addiction Research and Treatment Corporation, Victim Services (now Safe Horizon), the Midtown Community Court, the Center for Court Innovation, New York City Pretrial Services Agency, and Easy Ride (now Access-a-Ride), a service employing ex-offenders and former addicts to transport the elderly and the disabled. Mr. Sturz also founded the National Urban Reconstruction Agency (NURCHA) in South Africa, a nonprofit agency that financed 300,000 low-income and affordable housing units.

Mr. Sturz has served as New York City Deputy Mayor for Criminal Justice, Chairman of the City Planning Commission, and is a former member of the Editorial Board of The New York Times.  In addition, he currently serves on the boards of Single Stop USA, the Afterschool Alliance, ReServe Elder Service, Inc., and the Center for Financial Empowerment. Mr. Sturz is also a member of the Independent Commission on New York City Criminal Justice and Incarceration Reform. Mr. Sturz is a Senior Adviser to the Open Society Foundations.  He serves as the Chairman of the Center for New York City Neighborhoods and is the Founding Chairman of The After-School Corporation, an organization created by OSF to enhance the quality and availability of after-school programs in New York City and State.Mr. Sturz received a BA from the University of Wisconsin and an MA from Columbia University. He has received various honorary degrees and is the recipient of the Rockefeller Public Service Award; The Roscoe Pound Award, National Council on Crime and Delinquency; The August Vollmer Award, American Society of Criminology; and others.


Richard J. Davis

Richard J. Davis was a partner at Weil Gotshal and Manges LLP from April 1, 1981 to December 31, 2011 where among other things he served as counsel to the firm, represented the Government of Argentina during the 1980’s in connection with its debt restructurings and was involved in various internal investigations on behalf of clients.  On leaving Weil he formed his own law firm.  Since doing so he has served as a mediator and arbitrator, counsel to various Boardof Directors, Trustee in Bankruptcy of a small hedge fund, Fletcher International Ltd., Examiner in the Caesars Entertainment Operating Company bankruptcy case, and as Special Counsel in a variety of circumstances. He has previously served as an Assistant Secretary of the Treasury, Enforcement and Operations (1977–1981) where among other things he was responsible for overseeing sanctions in connection with the Iranian Hostage crisis and involved in the development of the agreements resolving that crisis. Prior to that he served as an Assistant Watergate Special Prosecutor and an Assistant United States Attorney in the Southern District of New York. Among other activities while in private practice he has served as:

  • Chair of the Board of Citizens Union (2004–2008),

  • Chair and Chair Emeritus of the Board of the Randall’s Island Park Alliance (1995–present),

  • Chair of the Mayor’s Commission to Combat Police Corruption (1996–2002),

  • A member of the Task Force on Police-Community Relations (1997–1998),

  • A member of the Board of Trustees of Goucher College (2015-present), an advisor to the Departments of Justice and Treasury on dealing with barricade/hostage and similar situations 

Mr. Davis also is a member of the New York City Campaign Finance Board (2009 to date).  He also testified on behalf of President Clinton in the House Impeachment proceedings as an expert on prosecution. He graduated from the University of Rochester and the Columbia University School of Law.
