The House of Representatives is expected to vote on a budget proposal as early as Wednesday, March 28, that would make dangerous cuts to Medicaid and likely lead to an increase in the number of Americans unable to receive essential care. The budget plan would also gut health discretionary funding below the levels agreed to last year under the deficit spending plan (the Budget Control Act).

The plan would cut Medicaid, the largest source of funding for mental health services, by $810 billion over the next 10 years and convert it into a block grant. That would undermine the integrity of the program, imperil our public health system, and further exacerbate the mental health system given that states have cut mental health agency budgets by a combined total of nearly $4 billion over the last three fiscal years, the largest reduction in mental health spending since the 1960s.

Medicaid is a vital safety net for millions of children—who represent roughly half of all Medicaid recipients—providing vital preventive services that allow them to live full and productive lives.

The cuts to discretionary health spending would also severely jeopardize programs that play a critical role in allowing individuals with, or at risk, of a mental health condition to achieve recovery.

The plan would also repeal the health reform law, which would would limit access to care and prevent expansion of the Mental Health Parity and Addiction Equity Act.
