On September 14, Israeli and American leaders signed a new Memorandum of Understanding (MOU) to be implemented in 2019 when the current pledge expires. The United States will provide Israel with a financial package, which will amount to $38 billion over the course of the next decade along with missile defense systems—the largest foreign aid package to any country in history. The new MOU will be valid until 2028 guaranteeing Israel—for the first time—provisions for missile defense projects which were formally drawn from funds directly from Congress.
Thank President Obama and his administration, as well as the United States Congress for supporting and finalizing the most robust foreign aid package to Israel in history. This MOU will help ensure Israel’s strategic interests and reaffirms America’s unambiguous support for Israel’s security. We welcome America’s commitment to help safeguard Israel’s qualitative military edge through expanded security cooperation and economic partnerships—especially in this time of instability in the Middle East.
In 2014, the historic bipartisan United States-Israel Strategic Partnership Act (H.R. 938 & S. 2673) was signed into law. This legislation strengthens U.S.-Israel cooperation in the areas of security, intelligence, technology, and commerce. The legislation reaffirmed America’s commitment to provide support for the Iron Dome short-range rocket defense system, promotes energy cooperation, and codifies Israel’s status as a major strategic partner of the United States.
